Romney said he was going to let China determine what federal programs we fund.  if China is willing to buy Treasury bonds that support a federal program, then Romney won't fund that program.

Wanna bet $10,000 that China will say "we will only buy Treasury bonds that fund your military"

Are two very different statement. Kinda like saying "I'm not going to buy anything I have to use the credit card to pay" is the same as "I'm not going to buy anything from a place that doesn't accept credit cards"
