In an appearance on Fox News, Bolton said that Clinton’s claim that she had fainted because of the flu, hitting her head and suffering a concussion, was what foreign service officers call a “diplomatic illness,” intended to free a diplomat from an unpleasant duty. Clinton was supposed to appear before congressional foreign affairs committees on Thursday to respond to questions about whether security failures opened the way for the Sept. 11 attack.

I hadn't heard of this illness before.

To be fair a bit less international diplomatic ring kissing would be a welcome change but he tended to go too far as I recall.

But re the OP, she can't actually duck Congress forever so there'd be no point, plus on the Republicans main issue: the election is long gone. What? They gonna ask her to step down?

Maybe not in the literal sense, but IMO Hillary has more balls than Bolton.  He is just a loud, boring, blowhard who likes the limelight a bit too much.  

As if testifying before Congress would bother Hillary.
