HSF pointed out his opinion on the matter, only with parental consent but absent that consent the school removes the student to another facility.

I'm not certain what it means.

But I know I have comes across a number of things in life that were allegedly "mandatory" yet had no penalties for non-participants.

ETA:  in response to the suggestion by another poster that parental consent would be desirable, something I agree with, the follow on is there would be consequences for withholding consent and my opinion on that is consistent with the intention of the testinng people who opt out are removed from the school. Similar in some states to when you're offered a sobriety driver test and there's the option to decline that comes with the presumption of impaired driving and the consequences thereof to the person's driving privilege etc.
