This is undoubtedly the work of a few pea brained construction workers from the often morally vacant Southern California urban world, likely those that regularly saw pavement and cement, making an utterly stupid assumption they are going to be able to make some money from those rocks.   The same type of cretins regularly are stealing copper from all manner of infrastructure.

LA Times snippet:

First-time offenders can be imprisoned for up to one year and fined as much as $20,000, authorities said. Second-time offenders can be fined up to $100,000 and imprisoned up to five years.


How is that much of a deterant?  Especially for moneyless substance abusers?   They ought to be given some hammers a stack of boulders from that area and be forced to hammer  them into small stones each day for a year .

Take this from a southern Californian that comes from a construction family.

What an utterly stupid assumption.

It is a horrible crime and it makes me sick. Let's not make it worse than it has to be, hmm?
