There is Long Run and Doe Run between the two you mention. Whether they are flowing now or not I couldn't say.

If eastern PA has been experiencing anything like western PA lately, every possible trickle on that trail will be flowing. It's been steady rain for the last several weeks.

Northeast PA has been dry.  With the leaves off the trees, some more springs may be running.  I would expect a little water in Doe and Buck Runs.  Have a good hike.

No reason to doubt you...it just seems impossible that McKean County (where I spend most of my days) has every spring and seep gushing while two counties away (as the crow flies) it's bone dry. That's really too bad. Would be nice to see Rock Run flowing well this time of year I bet.
