It's not surprising that human behavior helped start the problem:"Forest Service officials said hikers who fed goats in the past or let them lick hands or backpacks for salt helped cause the behavior."

Since the hiker was killed by a goat in ONP, they allow humans to throw rocks and stuff at goats which approach them or refuse to get out of the way. Personally, I plan to carry a slingshot.
But as pointed out, the behavior of the goats was precipatated by people feeding the goats and allowing them to lick salts and even drink their piss.
