I am looking to replace my Mountainsmith Chimera which has a 3600 cu in capacity. I am looking for a slightly larger volume without exceed the 3lb weight. A must is side pockets for water bottles. I don't like hydration systems and I do like a top pocket. Any ideas? I am 5'2" and weigh about 110 so . . .

Height and weight don't matter as much as your measurements - the pack has to fit your torso, and it's entirely possible to need any size pack regardless of height. Any outdoor sport store that sells backpacks will measure you, or you can do it yourself with the help of a friend, or use McHale's methods (http://www.mchalepacks.com/packs/detail/measure.htm)

I suggest Granite Gear or ULA packs. ULA won't have the top pocket, but are water bottle friendly and have removable hydration bladder pockets. They'll work with canisters and with loads of 30 lbs or less depending....

Granite Gear has a lot of models, some with swappable hip belts and straps, and have packs in any volume.

If you can get one that works well with the weight and fits you well enough there are Gregory or Osprey models that weigh in around 3 lbs - but they won't have swappable hip belts or straps.

I have a Gregory that has swappable hip belts and straps - I know because I swapped mine :)  I have the Deva 60 - a little heavier than 3 lbs but I don't mind and don't notice because it is the most comfortable pack I've ever owned (and I have the Chimera as well).
